It is an internet buzzword and a commonly used phrase in ACGN.

ACGN is the acronym for Japanese animation (Anime), manga (Comic) and game (Game) in English, and light novel (light novel).

This sentence was what Akechi Mitsuhide said to his subordinates when he betrayed his lord Oda Nobunaga during the Honnoji Incident during the Warring States Period in Japan and raised troops to attack him.

The literal meaning is "The enemy is not elsewhere, but at Honnoji Temple!", and by extension it means "The enemy is within us."

It has now become a famous Japanese proverb!
